What GTA: Vice City is

Set in 1986, Grand Theft Auto: Vice City follows mobster Tommy Vercetti after his release from prison. Sent to Vice City by his boss Sonny Forelli, an ambush during a drug deal leaves Tommy stranded with no money and no merchandise. Players explore a vibrant Miami-inspired open world, taking over turf, purchasing businesses, and climbing to the top of the criminal underworld.
