GTA Vice City Map Guide - Every District and Safehouse
Vice City is small by modern standards and enormous by 2002 standards. Two islands, roughly a dozen districts, and a layout designed so that you learn it by driving rather than by reading a map screen.
This guide breaks down every district - what it contains, which missions send you there, what the traffic is like, and where the safehouses sit. It also covers the island unlock, which trips up a lot of new players, and where to go when you want a specific class of vehicle.

The two islands
Vice City is divided into a western island and an eastern island, joined by bridges. You start on the west and the east is closed off.
The eastern island opens after the mission Four Iron for Avery Carrington. Before that, crossing a bridge gives you an instant wanted level and the police pursue aggressively. After it, both islands are permanently open.
Worth knowing: the bridges also close temporarily during the hurricane sequence early in the story. If a bridge is blocked and you have already unlocked the east, wait for the storyline to progress rather than assuming something is broken.
Western island districts
Ocean Beach
The southern tip of the west island and where the game begins. Pastel hotels, a wide beachfront road and the Ocean View Hotel - your first safehouse, handed to you for free.
Ocean Beach is the best district to learn driving in. The roads are wide, the traffic is light and the beachfront strip is effectively a straight line, which makes it a good place to test a new car's top speed.
Washington Beach
Directly north of Ocean Beach. Home to the Washington Mall and a police station. The layout gets tighter here, with more junctions and heavier traffic.
The police station matters: it is a reliable place to lose or gain heat depending on how you approach it, and it is where you respawn if busted on the west island.
Vice Point
The largest district on the west island, occupying the northern half. Hotels, the North Point Mall, and a long beachfront that runs most of the island's east coast.
Vice Point has genuinely good traffic. Sports cars spawn here regularly, and the mall car park is one of the more reliable places to find something worth keeping.
Starfish Island
A small, wealthy island in the middle of the west island's bay, connected by short bridges at both ends. This is where the Vercetti Estate sits - the mansion you acquire during the story.
Traffic here is the best in the game. Infernus, Cheetah and Stretch spawns are common. If you want a supercar quickly, drive laps of Starfish Island rather than searching the whole map.
Prawn Island
A tiny island north of Starfish, reached by bridges from Vice Point. It contains the film studio you eventually own, and not much else.
Prawn Island is quiet, which makes it useful. It is a good place to store vehicles, and a good place to lose a low wanted level because there is little traffic and few pedestrians to report you.
Leaf Links
The golf course, sitting between Starfish Island and Vice Point. Entering with a weapon draws attention, and driving on the greens attracts security.
It is worth visiting for the golf cart, which is slow but is one of the few vehicles that can cross the greens without triggering a chase.
Eastern island districts
Downtown
The tallest part of the city, with the skyscrapers that dominate the skyline from anywhere on the map. Downtown holds the Hyman Condo safehouse and Hyman Memorial Stadium.
Navigation here is harder than anywhere else in the game. The streets form a dense grid between tall buildings, and it is easy to lose your bearings during a chase. Learning two or three reliable routes through Downtown pays off across the whole second half of the story.
Little Haiti
West of Downtown, running down the middle of the eastern island. Lower buildings, industrial edges, and the print works you eventually acquire.
Traffic quality here is poor - mostly vans and older saloons. It is a district you pass through rather than one you shop for cars in.
Little Havana
South of Little Haiti. Cuban gang territory, with the cafe that anchors several missions and a distinctive street layout of narrow through-roads.
Little Havana is compact and busy. Chases here are difficult because the roads are tight and pedestrians are dense, which is exactly why several missions use it.
Escobar International
The airport, occupying the south-west corner of the eastern island. Long runways, hangars and the terminal building.
The runways are the longest uninterrupted stretch of tarmac in the game, which makes the airport the standard place to test top speed or to take off in an aircraft. It is also where several unique vehicles can be found.
Viceport and the Docks
The industrial south of the eastern island. Warehouses, shipping containers, cranes and the boatyard.
The dock area is a maze of containers, which makes it excellent for escaping police on foot and terrible for driving quickly. Several story missions use the layout deliberately.
Safehouses: locations and prices
Safehouses let you save the game and store vehicles. Garage capacity varies significantly, and that is usually the deciding factor rather than location.

The Vercetti Estate is the best all-round base because of its garage space and the helipad. The Hyman Condo is the practical second choice once the story moves east, simply because it removes long drives across the bridges.

Traffic spawns are tied to district wealth, which is the single most useful piece of map knowledge in the game.

Learning the map efficiently
Vice City rewards route knowledge more than most open-world games, because missions frequently have time limits and the bridges create genuine bottlenecks.
- Learn the two bridge crossings first. Almost every cross-island trip uses one of them. Knowing which is faster from where saves real time.
- Use the coastline as a reference. If you are lost, drive to water. The beachfront roads on both islands are continuous and will orient you quickly.
- Note the tall landmarks. The Downtown skyscrapers and the stadium are visible from most of the map and function as a compass.
- Pick one safehouse and use it. Spreading saves across six houses makes it harder to build a habit of where your cars are.
What the map hides: rooftops, alleys and interiors
The street map only tells you part of the story. A large amount of Vice City exists above street level or behind doors, and most of the collectibles live there.
Rooftops
Many Downtown and Vice Point buildings are reachable by stairs, fire escapes or by landing a helicopter. Rooftops hold hidden packages, occasional weapon pickups, and some of the best escape routes in the game - police pathfinding handles vertical space poorly.
Alleys and service roads
Little Havana and Little Haiti are threaded with narrow service routes that do not read clearly on the map. Learning two or three of them turns those districts from awkward into an advantage during chases, because police cars struggle to follow at speed.
Enterable interiors
Vice City has a decent number of interiors: the malls, the clubs, several shops, the film studio and the safehouses. Interiors are separate spaces, which means police cannot follow you in with vehicles and wanted levels behave differently once you are inside.
Many hidden packages sit in interiors or on rooftops rather than at street level, which is why package hunting takes far longer than a simple drive around the map.
Beaches, water and the coastline
The coast is more useful than it first appears. The beachfront roads on the west island run almost continuously from Ocean Beach up through Washington Beach to Vice Point, which makes them the fastest north-south route on that island when the inner streets are congested.
The water itself is fully navigable. Swimming is not possible in this game - falling in deep water kills you - so boats are the only way to use it, but they open routes that no road provides.
The shoreline is also where several unique vehicles spawn, and where a number of collectibles sit on small outcrops that are far easier to reach by boat than by trying to approach from land.
Landmarks worth knowing by name
Mission briefings and radio chatter refer to locations by name rather than by district. Recognising them saves time.
Malibu Club
In Vice Point, on the seafront. One of the businesses you can buy, and the hub for a chain of missions. Visually distinctive with its neon frontage, which makes it a useful navigation marker at night.
Pole Position Club
Ocean Beach, near the southern end. A small purchasable business with a simple income stream and one of the cheapest entries into asset ownership.
Vice Point Mall and North Point Mall
Large interior spaces with multiple entrances. Both are useful during police chases because vehicles cannot follow you inside, and both have car parks that reliably spawn decent vehicles.
Hyman Memorial Stadium
Downtown's largest structure and the venue for several side events. Visible from most of the eastern island, which makes it the best single landmark for orienting yourself over there.
The lighthouse and the film studio
The lighthouse marks the far south of the map, and the film studio sits on Prawn Island. Both are at the edges of the world, which makes them useful reference points when you have driven somewhere unfamiliar.
Getting around: bridges, boats and helicopters
Vice City gives you three ways to cross water, and the right one depends on what you are doing.
Bridges
Fastest for most journeys once you know which crossing to use. There are two main links between the islands, and picking the wrong one can add a minute to a timed mission.
Boats
Slower point to point, but they ignore traffic and police roadblocks entirely. Marinas at Vice Point, the Docks and along the Starfish shoreline give you reliable access. During a high wanted level, water is often the fastest way out because police boats take time to appear.
Helicopters
Available later, and they change how the map feels completely. The Vercetti Estate helipad makes Starfish Island a genuinely convenient base once you have air access, since any destination becomes a straight line.
Practical tip: if a mission has a tight timer and crosses the islands, check whether a boat launch sits closer to your target than the nearest bridge. Several missions are noticeably easier by water.
Police response by district
Wanted levels do not behave identically everywhere, because the road layout changes what police can do.
In Ocean Beach and Vice Point, with wide roads, police cars can match your speed and roadblocks work well. In Little Havana and the Docks, narrow streets and container mazes make escaping on foot far more effective than driving.
Downtown is the worst place to gain a high wanted level. The grid layout gives police multiple approach angles at every junction, and the tall buildings limit your escape routes to street level.
A suggested route for learning the whole map
If you want the map in your head rather than on screen, drive it deliberately once. This route covers every district in roughly twenty minutes.
- Start at the Ocean View Hotel and drive south to the tip of Ocean Beach.
- Follow the beachfront north through Washington Beach into Vice Point.
- At the top of Vice Point, cut west and cross to Prawn Island.
- Come back south and cross onto Starfish Island. Loop it once - this is your supercar circuit.
- Exit east and take the bridge to the eastern island.
- Drive north into Downtown and circle the stadium.
- Head west into Little Haiti, then south into Little Havana.
- Continue south-west to Escobar International and drive the length of a runway.
- Finish at Viceport and the Docks.
Doing this once, without a mission timer, teaches you more than twenty hours of following mission markers. The map is small enough that a single deliberate lap makes most of it familiar.
