The GTA Vice City story is a crime epic packed into one neon-soaked year. It is 1986, Tommy Vercetti has just walked out of prison, and within a few hours of arriving in Vice City he has lost a fortune that does not belong to him. What follows is a rise-to-power tale that borrows from the best 80s gangster films and still holds up more than two decades after Rockstar North released it.

Who Is Tommy Vercetti and Why Is He in Vice City?

Tommy Vercetti, voiced by Ray Liotta, is a made man from Liberty City's Forelli family who has spent fifteen years behind bars. On his release, his boss Sonny Forelli wants him out of the way and out of Liberty City, so he sends Tommy south to Vice City to oversee a major cocaine deal and open up new territory for the family.

That set-up matters. Tommy is not a small-time crook; he is a loyal soldier who gave fifteen years to the Forellis, and the story keeps asking what that loyalty was worth.

GTA Vice City Story Recap, Act by Act

Full spoilers from here. We have grouped the plot into four acts to make it easy to follow. The act names are ours, not the game's.

Act 1: The deal goes wrong

Tommy lands in Vice City with lawyer Ken Rosenberg and heads to the deal. It is an ambush. Masked gunmen take both the drugs and Sonny's money, and Tommy barely escapes. Sonny is furious and makes it clear the money has to come back - one way or another.

With no contacts in town, Tommy starts with Ken, who hands him his first jobs in missions like Back Alley Brawl, Jury Fury and Riot. Ken also introduces him to Colonel Juan Garcia Cortez at a party on the Colonel's yacht in The Party. Cortez, who arranged the ill-fated deal, feels responsible and helps Tommy dig into who was behind it, while also using him for his own military hardware schemes.

Act 2: Lance Vance and Ricardo Diaz

Tommy crosses paths with Lance Vance, whose brother Victor was killed during the ambush. Lance wants revenge as badly as Tommy wants the money, and the two form an uneasy partnership.

Their trail leads to Ricardo Diaz, a paranoid, short-tempered drug lord. Rather than attacking straight away, Tommy and Lance go to work for Diaz to get close to him, running jobs such as The Chase, Phnom Penh '86, The Fastest Boat and Supply & Demand. Lance, impatient and hot-headed, tries to take on Diaz alone and is captured. In Death Row, Tommy has to rescue a badly beaten Lance from a junkyard.

With their cover blown, the pair storm Diaz's mansion in Rub Out and kill him. Tommy takes the mansion for himself, and it becomes the Vercetti Estate on Starfish Island. From this point, Tommy is no longer looking for the money. He is looking to own the city.

Act 3: Building the Vercetti empire

The middle of the game is about turning a gangster into a businessman. Texan property developer Avery Carrington teaches Tommy how real power works in Vice City, with jobs like Four Iron, Demolition Man and Two Bit Hit.

Tommy then starts buying up the city's businesses: the Malibu Club, the Print Works, InterGlobal Films, Sunshine Autos, the Boatyard and more. Each one comes with its own mission strand. At the Malibu, Tommy assembles a crew - including Phil Cassidy, Hilary King and Cam Jones - for a bank robbery in The Job. He also gets tangled up with the city's gangs, including Umberto Robina's Cubans and Auntie Poulet's Haitians, and with Kent Paul and the rock band Love Fist.

Act 4: Sonny comes to collect

Throughout all of this, Sonny Forelli keeps calling. Tommy's attitude hardens: he has built everything in Vice City himself, and he has no intention of handing Sonny a cut. With the Print Works producing counterfeit money, Tommy's plans for Sonny's "payment" are far from honest. Meanwhile Lance grows more bitter, feeling that Tommy treats him as a sidekick rather than a partner.

All of this comes to a head in the final mission, Keep Your Friends Close.

Tommy Vercetti

Calm, sarcastic and frighteningly capable, Tommy is less of a wild card than many GTA protagonists. He plans, he negotiates, and he only loses his temper when someone takes him for a fool. Ray Liotta's delivery gives him a weary edge that sells the idea of a man who has lost fifteen years and wants something to show for them.

Lance Vance

Lance is flashy, emotional and desperate for respect. His grief over Victor is genuine, but so is his resentment of being in Tommy's shadow. He is the character players argue about most, because his betrayal feels both shocking and, looking back, inevitable.

Ricardo Diaz

Diaz is the first big villain: a volatile tyrant with a mansion, an army of gunmen and a short fuse. He is dangerous but not clever, and Tommy exploits that to get close enough to take him down.

Sonny Forelli

Sonny is the shadow over the whole game. He is barely on screen until the end, but his phone calls drive the plot. He represents the old world Tommy is trying to escape - a boss who expects loyalty without ever giving any back.

GTA Vice City Ending Explained

Final mission spoilers. In Keep Your Friends Close, Sonny Forelli finally comes to Vice City to collect what he is owed. Talks break down fast, and Sonny's men storm the Vercetti Estate while others try to empty Tommy's safe.

Then comes the twist: Lance Vance has sided with Sonny. Feeling unappreciated and sidelined, Lance has decided his future lies with the Forellis rather than with the man who saved his life in Death Row. Tommy fights his way through the mansion, kills Lance, and then confronts Sonny, who dies in the final shootout.

The closing scene leaves Tommy standing in the wreckage with Ken Rosenberg at his side. The debt to Liberty City is gone, the man who betrayed him is dead, and Tommy is now the undisputed boss of Vice City.

Why does Lance betray Tommy?

The game drops hints long before the finale. Lance repeatedly acts alone, gets himself captured, and complains that Tommy does not treat him as an equal. Tommy, for his part, often talks to Lance like a liability. By the end, Lance believes siding with Sonny is his only route to the status he feels he deserves. It is a betrayal born from ego and insecurity, not from a hidden master plan.

Is the ending a happy one?

For Tommy, it is a clear victory. But he wins by becoming exactly the kind of ruthless boss Sonny and Diaz were, with only useful people left beside him.
